Committee discusses evaluating waste plan

BOLIVAR – William Franks, Stark County Health Commissioner and chairman of the policy committee of the Stark-Tuscarawas-Wayne Joint Solid Waste Management District, discussed how to begin evaluating the district’s implementation of the solid waste plan approved last year.

During Friday’s meeting in the district office at Wilkshire Hills, Franks said the policy committee can set tipping fees for the district based upon the following: the disposal of solid waste within the district, outside the boundaries of the district but inside Ohio and outside the boundaries of the state.

There are also 10 areas where tipping fees can be used: such as preparation of the solid waste management plan; development and implementation of solid waste recycling or reduction programs; providing financial assistance to boards of health within the district and to each county in the health district;

to defray the added costs of maintaining roads and other public facilities; and providing emergency and public services because of a solid waste facility within the county under the district’s plan; health contracts in the district implementing a program for the inspection of solid wastes generated outside Ohio;

providing financial assistance to boards of health within the district for the participation of their employees responsible for enforcement of solid waste provisions; composting in individual municipal corporations and townships;

and payment of any expenses that are agreed to, awarded or ordered under certain sections of the plan and any administrative costs incurred dealing with certain sections of the plan.

Franks asked for volunteers to serve on a committee to evaluate the plan and work with the district. Franks, Carl Stroh of Wayne County and David Bennett of Tuscarawas County, policy committee members, were named to serve on a committee.

Executive Director David Held said the city of Canton’s curbside recycling program should be in place by the end of the year.

The board of directors has approved $700,000 to buy three recycling trucks, which will be owned by the district, and 30,000 recycling bins to be distributed to residents of Canton.

In other business, Warwick Township Trustee Belle Everett of Tuscarawas County and Pike Township Trustee Doug Baum of Stark County were introduced as new members of the policy committee.

The next policy committee meeting is May 18 at 9:30 a.m.
